Associate Directors Collection, 1959-1994.

The collection is comprised of memoranda, correspondence and reports originating from the Office of Associate Director, primarily dealing with Burden Budget matters. The documents were originally collected either by Fred Felberg or Kirk Dawson. Inclusive dates of the collection are 1959 to 1994. Bulk dates are from 1980 to 1982 and 1991 to 1993. The collection is divided into three series: JPL Futures Study, General Files, and Burden Budget Materials. JPL Futures Study, (folders 1-13). The JPL Futures Study Team was created in April 1980. Its purpose was to provide the Director with an assessment of the programmatic and institutional alternatives for JPL that were consistent with both its goals and commitments and a realistic appreciation of the dynamics on national priorities and circumstances. The team was chaired by Fred H. Felberg. The final report was issued in July 1980. Alongside the files of the Futures Study are two historical examples of previous organizational studies. In June 1959, McKinsey & Company was contracted to undertake a study of the Lab's management and organizational concepts, with a view towards recommending certain actions to Director William H. Pickering that would improve operations at the Laboratory. The final report, called the "McKinsey Study" was issued in September 1959. The recommendations included the establishment of the position of Deputy Director to handle internal day-to-day operations of the Laboratory, the establishment of a planning office to assist and advise the Director, the realignment of the financial and procurement procedures and processes on the Laboratory, and ultimately the establishment of the matrix as an organizational structure. Another organization study was undertaken in 1967. This study was to examine JPL functional and organizational relationships and make recommendations, and was chaired by William H. Bayley. The final report is stamped "JPL Discreet." General Files, (folders 14-32). These files include correspondence, committee reports, memoranda, and other materials that were filed under an internal numerical filing system, and items that did not easily fit into any other category. Located in the General Files are folders concerning the JPL Controller Study. Beginning in September 1994, a study was chartered by Deputy Director Larry Dumas to determine if JPL should establish the position of Controller or Chief Financial Officer, and to make recommendations on possible organizational arrangements. The study was chaired by Dave D. Evans, an assistant to Associate Director Kirk M. Dawson. Included in the materials are correspondence, presentation materials, and miscellaneous materials from Evans. Burden Budget Materials, (folders 33-52). The series includes the report, "Review of JPL Burden Planning and Control System." This was also known as the "Biggs Report" named after J. Biggs of the NASA Office of Space Science and Applications (OSSA), chair. The review was conducted in September 1971 by several NASA organizations, including OSSA, the Office of Tracking and Data Acquisition, the NASA Management Audit Office, Langley Viking Project Office, Financial Management NASA Pasadena Office, and Defense Contract Audit Agency at JPL. Included in the collection is the final report, dated November 1971, and a draft of the JPL comments, also dated November 1971. Nine folders contain documents that are stamped or marked "JPL Discreet." The original positions of Discreet material in the collection have been marked with separation sheets. The material has been moved to a box at the end of the collection.
